BICAM SHOULD DISCLOSE ALL INSERTIONS AND PORK BARREL ALLOCATIONS
Bagong Alyansang Makabayan (BAYAN) demands that the bicameral conference committee immediately make public all amendments and insertions made so far on the proposed 2026 General Appropriations Bill (GAB) in both the House of Representatives and the Senate, including the complete list of “allocables” per district congressman, party-list representative, and senator.
The bicameral conference committee is finalizing the single most important policy document of the government—the national budget. Yet, Congress continues to work behind partially closed doors, shielding its pork barrel from public scrutiny. This secrecy undermines democracy and fuels widespread public suspicion that the budget is once again being used as a vehicle for pork barrel, patronage politics, and corruption.

We, the people, have the right to know where our taxes will go. We have the right to see who inserted what, how much was added or realigned, and for whose benefit. Transparency is not optional—it is a constitutional and democratic obligation. Without full disclosure, meaningful public participation in the budget process becomes impossible, and accountability is rendered hollow.
We therefore call on the bicameral conference committee to immediately disclose, at the very least:
All amendments and budget insertions made in both Houses of Congress so far, including justifications and implementing agencies for each amendment or insertion;
The itemized list of “allocables,” covering both hard and soft projects, disaggregated per district congressman, party-list representative, and senator;
Timelines and mechanisms for public access and feedback before final ratification of the reconciled version of the General Appropriations Bill.
At a time when ordinary Filipinos are burdened by rising prices, inadequate public services, and deepening inequality, every peso of public money must be accounted for. The budget should serve the people—not political dynasties, contractors, or vested interests.
BAYAN insists that full transparency is the minimum requirement for a legitimate and credible national budget. Any attempt to rush approval without public disclosure will only confirm that the 2026 budget is being shaped to benefit the few at the expense of the many.
The people deserve a budget they can see, understand, and influence.
